The court denied petitioner’s application to proceed in forma pauperis (#2) and directed

petitioner to pay the filing fee. Order (#3). Petitioner has not paid the filing fee within the allotted

time, and the court will dismiss the action.

Reasonable jurists would not find this conclusion to be debatable or wrong, and the court
will not issue a certificate of appealability.

IT IS THEREFORE ORDERED that the clerk shall add Catherine Cortez Masto, Attorney
General for the State of Nevada, as counsel for respondents.
