Before the Court is PlaintiffAaron Raiser's Pro Se Motion requesting an order allowing him access to the record in PACER in his case before the Court in forma pauperis. (Doc.45). Raiser attached an Application to Proceed in the District Court Without Prepaying Fees or Costs to his motion. (Doc. 45-1). Under 28 U.S.C. § 1915(a), a person may commence a civil proceeding without prepaying fees upon filing an affidavit showing their inability to pay. Notwithstanding any filing fee or portion thereofthat may have been paid,the Court shall dismiss the case if it determines that the action or appeal is "frivolous or malicious; fails to state a claim on which relief may be granted; or seeks monetary relief against a defendant who is immune from such relief." 28 U.S.C. § 1915(e)(2)(B).
