PER CURIAM:* Cipriano Yanez ( Yanez ) filed a claim under the Social Security Act for Supplemental Security Income ( SSI ). Treating the decision of the Appeals Council as the final decision of the Commissioner of Social Security, Yanez filed suit in the district court for the Southern District of Texas seeking judicial review * Pursuant to 5TH CIR. R. 47.5, the court has determined that this opinion should not be published and is not precedent except under the limited circumstances set forth in 5TH CIR.
