Appellant appeals from the district court's orders denying relief on his 42 U.S.C. § 1983 (1988) complaint and his motion for reconsideration of the dismissal of his action. We have reviewed the record and the district court's opinion, and find no reversible error. Accordingly, we affirm on the reasoning of the district court. Kelley v. Maryland, No. CA-93-932-L (D. Md. Oct. 27, 1994 and Nov. 30, 1994).
