Appellant appeals from the district court's orders denying relief on his 42 U.S.C. § 1983 (1988) complaint and denying his motion for reconsideration pursuant to Fed. R. Civ. P. 60(b). Our review of the record and the district court's opinion discloses no abuse of discretion and that these appeals are without merit. Accordingly, we affirm on the reasoning of the district court. Oken v. Smith, No. CA-93-2165-S (D. Md. Aug. 11, 1993; Aug. 20, 1993). We dispense with oral argument because the facts and legal contentions are adequately presented in the materials before the Court and argument would not aid the decisional process.
