ORDER** 

The District Court did not abuse its discretion in determining that appellant failed to show a possibility of irreparable harm. We therefore do not reach the question whether appellant succeeded in showing a probability of success on the merits. The District Court's decision denying appellant's motion for a preliminary injunction is AFFIRMED.
