Joseph Marion Head, Jr., appeals nine district court orders dismissing his 42 U.S.C. § 1983 complaints as frivolous. Our review of the records and Head's submissions on appeal reveals that it is " 'beyond doubt' and under any 'arguable' construction, 'both in law and in fact' of the substance of [Head's] claim that he would not be entitled to relief." Boyce v. Alizaduh, 595 F.2d 948, 952 (4th Cir. 1979). The district courts properly found that the complaints are frivolous within the meaning of 28 U.S.C. § 1915(d).

We dispense with oral argument because these appeals are frivolous and affirm the judgment below.

AFFIRMED.
